The interaction between the think tank-led intelligence description and strategic decision-making for training war-ready talents in military academies

为提升军队院校为战育人决策咨询服务能力,探索情报与决策互动和直接对话路径。在情报传递媒介、时机上,通过情报研究与实战化教育训练活动的耦合互动开展智库化情报导视,打造与战略决策需求同频共振的产品和服务;在情报传递方法上,运用管理学工具,基于“蓝军思维”将复杂组织架构战略管理视角引入军队院校为战育人系统工程,主动与决策者“开发和共建”决策情报服务应用场景。从为战育人中的重点、热点、难点问题入手,迭代探索“市场穿透、市场开发、产品开发、多元化创新”4种与院校战略决策有效互动的情报导视策略。基于涌现理论和复杂系统管理视角,展望智库化情报导视这一新型决策情报服务模式的未来应用。

The dynamic interaction between the think tank-led intelligence description and strategic decision-making in military academies for training war-ready talents are explored in this paper.The aim is to enhance the capability of military academies to utilize intelligence in making informed decisions for training personnel for warfare through a think tank approach to intelligence that it coupled with practical combat reading to create resonant products and services that align with strategic decision-making needs.The approach incorporates complex organizational management perspectives into the military personnel training system and proactively develops and constructs decision intelligence service scenarios in collaboration with decision-makers,focusing on addressing key,hot,and challenging issues in training for warfare.Four strategic intelligence description approaches:‘market penetration’‘market development’‘product development’‘diversified innovation’are identified and explored.These strategies facilitate effective interaction with strategic decision-making in military academies.Anticipating the applications of this model,the paper looks forward to the future of the think tank-led intelligence description in decision-making processes,informed by emergence theory and complex systems management perspectives.
