摘要
作为档案学的一个元问题,档案形成问题的研究具有重要的理论价值和时代意义。本文围绕档案形成的标志问题、档案形成的实质问题、档案形成的规律问题展开了法理性与学理性分析,认为将归档作为档案的形成标志是合理的,档案形成的实质不是新事物的产生而是文件在自身发展过程中进入了档案化治理阶段,并对档案形成规律的相关观点进行了辨析。
As a meta-issue of archival science,the study of Archives formation has important theoretical value and significance of the times.This paper centers on the mark of Archives formation,the essence of Archives formation and the law of Archives formation,and carries out legal and academic analysis,and considers that it is reasonable to take filing as the mark of Archives formation,and that the essence of Archives formation is not the creation of new things but the documents entering the stage of Archives governance in the process of its own development,and analyzes the relevant viewpoints on the law of Archives formation.
