国家级乡村振兴重点帮扶县乡村产业发展障碍因子分析:基于陕西11个县的客观赋权测评

Evaluation of Obstacle Factors for Rural Industry Development in National Key Assistance Counties for Rural Revitalization

通过对陕西省11个国家级乡村振兴重点帮扶县2016—2022年的县情分析和基准年农业农村发展状态的TOPSIS测评,观察这些县区经济总体演化轨迹和农业农村发展基础对比情况,并理清其各自优势指标与短板指标.分析结果认为,目前重点帮扶县的乡村产业发展面临的主要困难在于基础设施薄弱、产业发展质量效益不高、新型经营主体带动农户发展能力不强以及风险防控能力较弱等.建议抓住重点帮扶战略安排机遇,量身定制发展方案,建设三产融合发展的乡村产业体系,构建高质高效产销对接长效市场机制,完善紧密型利益联结机制,并建立立体化风险防控体系以突破产业发展障碍,推动乡村振兴.

Through the analysis of the situation of 11 national key assisted counties for rural revitalization in Shaanxi from 2016 to 2022 and the TOPSIS evaluation of the agricultural and rural development status in the benchmark year,the overall economic evolution trajectory and the basic comparison of agricultural and rural development in the 11 counties were observed,and the advantages and shortcomings of the 11 counties were clarified.The analysis results show that the main difficulties facing the rural industry development in the key support counties are weak infrastructure,low quality and efficiency of industrial development,weak ability of new business subjects to drive farmers'development,and weak risk prevention and control ability.The counties should seize the opportunity of strategic arrangements for key assistance,tailor the development plan,build a rural industrial system for the integration of the three industries,build a long-term market mechanism for the production and marketing docking with high quality and efficiency,improve the close interest linkage mechanism,and establish a three-dimensional risk prevention and control system to break through the obstacles of industrial development and promote rural revitalization.
