乡村振兴中人才政策的执行逻辑与推进路径

摘要 人才是乡村振兴的关键要素,而人才政策的执行直接关系乡村振兴中人才队伍的建设。人才政策执行是执行主体基于政策资源、执行对象和执行策略博弈的结果。基层权力的影响、执行主体利益实现程度以及规则约束是影响政策执行的主要因素。国家自上而下的强力推动是人才政策执行的根本动力,乡村社会场域构成了人才政策执行的直接环境。推动人才政策的执行是一项系统活动,关键在于加强国家行政推动力度,构建政策执行的利益均衡机制,提升各主体在政策执行中的能动性。 Talent is the key factor of the comprehensive revitalization of rural areas,and the implementation of talent policy is directly related to the construction of talent team in the rural revitalization.The implementation of talent policy is the result of the game between multiple governance entities based on the policy resources,the execution object and the execution strategy.The attention of administrative departments,the degree of realization of benefits and the constraint of rules are the main factors that affect the implementation of policies.The strong promotion of the country from top to bottom is the fundamental driving force for the implementation of talent policy,and the rural social field constitutes the direct environment for the implementation of talent policy.Promoting the implementation of talent policy is a systematic activity,and the key lies in strengthening the promotion of national administration,constructing a mechanism for balancing the interests of policy implementation,and improving the subjective initiative in the policy implementation.
