摘要
有效治理农民工欠薪问题一直以来都是热门话题。从信用监管的视角分析,发现河北省农民工欠薪治理还存在传统治理手段局限性日益凸显,信用监管体系不够健全、完善,用工单位不够重视和参与度较低等问题。为此,应构建科学的信用评价体系、优化信用信息采集与管理、引入第三方机构参与信用监管平台的运营、充分发挥守信激励机制的积极引导作用,以加强农民工欠薪问题的信用监管,进而保障农民工合法权益,维护正常市场经济秩序,促进河北省农民工用工市场更加规范健康发展。
The effective governance of wage arrears for migrant workers has always been a hot topic.Analyzed from the perspective of credit supervision,it is found that there are still some problems in the governance of wage arrears for migrant workers in Hebei Province,such as the increasingly prominent limitations of traditional governance methods,the imperfect and incomplete credit supervision system,and the low attention and participation of enterprises.Therefore,a scientific credit evaluation system should be constructed,credit information collection and management should be optimized,third-party institutions should be introduced to participate in the operation of the credit supervision platform,and the positive guiding role of the incentive mechanism for trustworthy behaviors should be given full play to strengthen the credit supervision of the problem of wage arrears for migrant workers,thereby protecting the legitimate rights and interests of migrant workers,maintaining the normal market economic order,and promoting a more standardized and healthy development of the employment market for migrant workers in Hebei Province.
