Interpretation of“New Qualitative Productivity”from the Perspective of Historical Materialism

历史唯物主义理论是新质生产力的理论来源。新质生产力是物质生产力和精神生产力的统一,是对传统生产力质的突破,表现为改造自然能力的提高和社会关系的和谐发展。在生产要素层面,新质生产力推动了新的生产要素的产生,提高了各生产要素原有的水平以及生产要素之间的配置效率。在产业和产业形态上,提升和丰富了产业产品的供给质量和种类,推动了传统产业结构的转型和升级,适应了人们需求结构的转变,满足了人们对美好生活的需要。新质生产力是以科技创新为内核,它的发展是以科技创新为驱动,与社会高质量发展的目标相契合,因此,高质量发展构成了新质生产力的鲜明特征。培育和发展新质生产力,要建立健全科技创新驱动的战略体系、培养大量具有创新能力的劳动阶层、构建数字和实体经济相融合的产业体系。

The theory of historical materialism is the theoretical source of“new qualitative produc⁃tive forces”.New productive forces are the unity of material and spiritual productive forces,a break⁃through in the quality of traditional productive forces,manifested in the improvement of practical ability to transform nature and the harmony of social relations.At the level of production factors,new quality productivity promotes the emergence of new production factors,improves the original level of each pro⁃duction factor and improves the efficiency of allocation between production factors.In terms of industry and industrial form,it has improved and enriched the supply quality and variety of industrial products,promoted the transformation and upgrading of traditional industrial structure,adapted to the transforma⁃tion of people’s demand structure and met people’s needs for a better life.New quality productivity is centered on technological innovation and its development is driven by technological innovation,which is in line with the goal of high-quality social development.Therefore,high-quality development consti⁃tutes the distinctive characteristics of new quality productivity.To cultivate and develop new quality pro⁃ductive forces,it is necessary to establish a strategic system that reduces the driving force of technologi⁃cal innovation,cultivate a large number of innovative working class and build an industrial system that integrates digital and real economy.
