水上休闲活动安全事件分析及对策研究——以深圳市大鹏新区为例

Analysis and Countermeasures of Safety Incidents Associated with Marine Recreational Activities:A Case Study of Dapeng New District, Shenzhen

针对水上休闲活动安全事件多发、事故致因不清晰问题,收集深圳市大鹏新区近6年安全事件数据,构建语义频次分析模型,从事件类型、空间时间分布、事故致因等对其进行特征分析。结果表明人员被困、溺水、船舶碰撞是高发事件类型,极端恶劣天气、疏于瞭望、船舶故障是事件频发的致因因素,事件特点为区域安全保障条件较差、人员安全观念差、亡人事故多发。最后,从划分安全区域、加强安全教育、加强应急准备提出针对性安全管理对策。

Aiming at the problems of frequent safety incidents and unclear causes of accidents in marine recreational activities,the data of security incidents in Dapeng New District of Shenzhen in recent 6 years were collected,and the semantic frequency analysis model was constructed,and the characteristics were analyzed from the aspects of event types,spatial and time distribution,and accident causes.The results show that people trapped,drowning and ship collision are common types of events,extreme bad weather,neglect of lookout,ship failure have a great impact on the safety of marine recreational activities,and the incident is marked by unfavorable regional safety conditions,inadequate personnel safety awareness,and frequent occurrences of fatal accidents.Finally,this paper proposes safety management countermeasures including dividing safety areas,strengthening safety education and strengthening emergency preparedness.
