森林防火组织韧性提升策略研究--以江西X县为例

Research on the Strategy of Improving the Resilience of Forest Fire Prevention Organizations--Taking X County of Jiangxi Province as an Example

随着全球气候变暖、极端天气增多,森林火灾频繁发生,森林防火已被纳入常态化管理。组织是基层森林防火的主体,也是做好森林防火工作的基础。基于韧性治理理论,重点分析了影响基层森林防火组织韧性的关键因素,构建了组织韧性评估指标体系,探索更加敏捷、稳定、协同的基层森林防火策略。以江西X县三个森林覆盖率较高的乡镇为例,研究发现,监测预警是做好森林防火工作的基础,加强抵御响应是提升森林防火组织韧性的保障,组织学习是提升森林防火组织韧性的重要手段。因此,提升基层森林防火的组织韧性,关键在于要坚持党建引领,构建组织治理合力;要完善网格化管理,促进组织结构规范;要加强队伍建设,提高组织应急能力;要加强数字治理,打造智慧应急体系。

With the increase of global warming and extreme weather,forest fires occur frequently,and forestfire prevention has been included in the normal management. The organization is the main body of forest fire preventionat the grassroots level,and it is also the basis for doing a good job in forest fire prevention. Based on thetheory of resilience governance,this paper focuses on the analysis of the key factors affecting the organizationalresilience of grassroots forest fire prevention,constructs an organizational resilience evaluation index system,andexplores a more agile,stable and coordinated grassroots forest fire prevention strategy. Taking three townships withhigh forest coverage in X County ,Jiangxi Province as an example,it is found that monitoring and early warning isthe basis for forest fire prevention, strengthening resistance and response is the guarantee for improving the resilienceof forest fire prevention organizations, and organizational learning is an important means to improve the resilienceof forest fire prevention organizations. Therefore,the key to improving the organizational resilience of grassrootsforest fire prevention is to adhere to the leadership of Party building and build a joint force of organizationalgovernance. It is necessary to improve grid management and promote the standardization of organizational structure;It is necessary to strengthen team building and improve the ability of organization to respond to emergencies;It is necessary to strengthen digital governance and build a smart emergency response system.Keywords : forest fire prevention;organizational resilience;grassroots governance;resilience assessment.
