西柏坡精神赋能基层治理现代化的内在机理及现实路径

The Internal Mechanism and Practical Path of Xibaipo Spirit Empowering the Modernization of Grassroots Governance

作为中国共产党人精神谱系的重要构成,西柏坡精神蕴含着丰富的文化意涵与道德资源,对赋能新时代基层治理现代化具有十分重要的理论意义与实践价值。表现为其契合当代治理的现实要求,能够借助红色文化的内在驱动力,助推基层党建党办发展与基层治理提质增效,打造共治共享的人文社区。然而,基层治理现代化面临着权力资源分配不足、基层治理不够科学、公共服务能力有限、人才队伍质量堪忧、群众参与度不高等多重困境。为此,将西柏坡精神融入基层治理现代化,从坚持政治本色与群众路线、强化基层干部教育、加强人才“引进来”与“留下来”工作、构建多元协同的社会治理模式等方面综合发力,清除基层治理现代化的掣肘因素,以加快推进基层治理现代化进程。

As a vital component of the Chinese Communist spiritual lineage,the Xibaipo Spirit embodies profound cultural connotations and moral resources,holding significant theoretical and practical value in empowering the modernization of grassroots governance in the new era.It aligns with contemporary governance imperatives,harnessing the inherent momentum of red culture to propel the development of grassroots party building and administration,enhancing the quality and efficiency of grassroots governance,and fostering a collaborative and inclusive humanistic community.Nonetheless,the modernization of grassroots governance confronts multiple challenges,including imbalanced allocation of power resources,insufficient systematization of governance institutional design,limited public service capabilities,difficulties in talent recruitment,and low public participation.To address these issues,integrating the Xibaipo Spirit into the modernization of grassroots governance necessitates concerted efforts to uphold the political essence and mass line,strengthen education for grassroots cadres,bolster the "attraction and retention" of talents,and establish a diversified and collaborative social governance model.These strategies aim to eliminate the constraints hindering the progress of grassroots governance modernization,thereby accelerating its advancement.
