Digital Government Construction Empowering Business Environment Optimization

数字政府建设和营商环境优化已上升为推动经济和社会发展的重要国家战略。基于2018—2022年中国280个地级及以上城市数据,构建了城市营商环境评价指标体系,理论分析和实证检验了数字政府建设对营商环境优化的影响和作用机制。研究发现,数字政府建设显著促进了城市营商环境优化,且随着营商环境分位数水平的提升,上述积极影响也逐渐增强。机制分析发现,数字政府建设可以通过产业优化、创新、政企关系改善赋能城市营商环境优化。异质性分析结果表明,数字政府建设对营商环境优化的促进作用显著存在于中部和西部地区,且在城市群城市中更为显著。因此,应进一步深化数字政府建设与产业优化、创新等的融合应用,推动亲清政商关系的构建,制定差异化的数字政府建设措施,持续为城市营商环境优化注入新动能。

Digital government construction and business environment optimization have emerged as crucial national strategies to drive economic and social development.Based on data of 280 prefecture-level cities or above in China from 2018 to 2022,this paper establishes an evaluation index system for the urban business environment,and theoretically analyzes and empirically tests the impact of digital government construction on business environment optimization and its underlying mechanisms.The study reveals that digital government construction significantly promotes business environment optimization,and as the quantile level of the business environment rises,the promotion effect gradually becomes stronger.Mechanism analysis shows that digital government construction can empower business environment optimization through industrial optimization,innovation,and improvement of government-enterprise relations.Heterogeneity analysis results indicate that the promotion impact of digital government construction on business environment optimization is significantly present in the central and western regions,and is more pronounced in the city cluster cities.Therefore,it is necessary to further deepen the integration of digital government construction with industrial optimization and innovation,facilitate the establishment of a cordial and clean relationship between government and businesses,and formulate tailored measures for digital government construction to continually infuse fresh momentum into enhancing the urban business environment.
