数字时代下基层治理数字化转型的张力及其纾解

The Tension of Digital Transformation of Grass-roots Governance and Its Relief in the Digital Age

数字技术的飞速发展正在使人类社会进入数字时代。数字时代下治理主体呈现出多样化、流动性强的特征,治理内容呈现出碎片化、关联性强的特征,治理关系呈现出开放式、扁平化的特征,由此塑造了全新的治理情境。基层治理数字化转型正是数字时代下应对全新治理情境的必要举措。然而技术赋能并不等于技术万能,在这一过程中呈现出科层制组织制度与数字技术扁平化之间的张力、部门层级联动与治理“数据烟囱”之间的张力、基层治理精细化与数据隐私保护之间的张力。因此应从构建分层级的数字化治理体系、促进基层政府数据的融通共享和加强治理数据安全与隐私保护三方面对张力予以纾解,将技术效能转化为治理效能,提高基层治理体系和治理能力的现代化水平。

The rapid development of digital technology is bringing human society into the digital era.Under the digital era,the subjects of governance are diversified and highly mobile,the content of governance is fragmented and highly related,and the relationship of governance is open and flat,thus shaping a brand-new governance situation.The digital transformation of grass-roots governance is precisely a necessary measure to cope with the new governance situation in the digital era.However,technological empowerment is not equal to technological omnipotence,and in this process,there are tensions between the hierarchical organisational system and the flattening of digital technology,between departmental-level coordination and the governance of"data chimneys",and between the refinement of grass-roots governance and the protection of data privacy.Therefore,the tensions should be resolved by building a hierarchical digital governance system,promoting the integration and sharing of government data at the grass-roots level,and strengthening governance data security and privacy protection,so as to transform technological efficacy into governance efficacy and improve the modernisation of the grass-roots governance system and governance capacity.
