实施退耕还林有利于改善日益恶劣的生态环境、保护农业经济稳定发展。商洛市两轮退耕还林建设效果整体情况较好,提升了全市生态、经济和社会效益。指出了商洛市两轮退耕还林过程中仍存在基层技术人员力量薄弱、项目和工作经费低以及管理规范落实难等问题。从安排抚育项目,提高退耕还林兑现资金和森林抚育项目补助标准,出台退耕还林地征占用管理办法,明确退耕还林地为栽植茶叶地类等方面提出了建议,以期保障退耕还林成果、提高林分质量奠定基础。
