长株潭城市群生态绿心地区生态价值提升策略研究

Research on Ecological Value Enhancement Strategy in Ecological Green-core Area of Changsha-Zhuzhou-Xiangtan Urban Agglomeration

为推动长株潭城市群生态绿心地区高质量发展,丰富绿心地区生态价值转化途径,促进当地群众增收致富,结合国内外生态价值实现机制的经验和探索,在分析了长株潭城市群生态绿心地区生态价值转化现状与面临的瓶颈基础上,提出了进一步优化空间布局和管控措施、推动农林用地规模化经营、探索多元化生态效益补偿机制、实施森林可持续经营、积极发展生态惠民产业、打造绿心生态产品公共品牌、高质量推动绿心中央公园建设等促进生态价值转化策略,以期实现长株潭生态绿心地区自然资源生态效益与社会经济效益双提升,为国内城市乃至城市群周边生态用地探索生态价值转化路径提供参考。

This paper aims to promote the high-quality development of the ecological Green-core Area of Changsha-Zhuzhou-Xiangtan urban agglomeration,enrich the ecological value transformation ways in the Green-core Area,and help the local people increase their income.Based on the experience and exploration of the ecological value realization mechanism at home and abroad,on the basis of analyzing the current situation and bottlenecks of ecological value transformation in the Green-core Area of Changsha-Zhuzhou-Xiangtan urban agglomeration,strategies are put forward such as optimizing spatial layout and control measures,promoting large-scale operation of agricultural land,exploring diversified ecological benefit compensation mechanism,implementing sustainable forest management,actively developing ecological industries,building a public brand of Green-core ecological products,and promoting the construction of Green-core Central Park,in order to achieve the improvement of ecological,social and economic benefits of natural resources in Green-core Area.It can provide a reference for exploring the ecological value transformation path of ecological land around cities and even urban agglomerations.
