随着全球能源转型和气候变化的发展,中国水电发展迎来新的机遇与挑战。文章系统梳理了中国水电发展的现状,并基于当前形势,提出水电新质生产力的发展基本原则与策略。分析包括经济可行性、社会公正和环境可持续性三大基本原则,以及加快西南水电开发、大力发展抽水蓄能、推动水电与新能源的协同发展和推动水电技术创新等策略。这些策略的实施旨在提升水电行业的整体效能和竞争力,同时确保其对环境影响的最小化,推动中国能源结构的优化升级和绿色发展。

With the development of global energy transformation and climate change,the development of hydropower in China faces new opportunities and challenges.This article systematically reviews the current state of Chinese hydropower development and proposes the fundamental principles and strategies for the development of new hydropower productivity based on the current situation.The analysis includes three fundamental principles:economic feasibility,social justice,and environmental sustainability.Strategies such as accelerating the development of hydropower in the Southwest,vigorously developing pumped storage projects,promoting the coordinated development of hydropower and new energy sources,and advancing hydropower technology innovation are discussed.The implementation of these strategies aims to enhance the overall efficiency and competitiveness of the hydropower industry while minimizing its environmental impact,promoting the optimization and green development of Chinese energy structure.
