摘要
为系统解决柳州及周边地区与粤港澳大湾区间旅客交流不便,广西与粤港澳大湾区缺乏便捷铁路货运通道的路网布局问题,在区域铁路网构成及发展分析基础上,对项目功能定位进行分类论证研究,采用加权网络分析手段和有无对比方法,对项目技术标准进行比选,并从科学推动项目建设角度,综合考虑路网功能、运输组织、工程经济、区域发展协调等要素,对项目全线一次建设、分期建设两种方案进行合理性分析。结果表明,速度目标值为160km/h时可有效发挥路网干线功能,且采用全线一次建设方案项目前后方通道运输能力匹配性较好,运价更低、运输时效性更强,且工程投资较省、无配套工程浪费,项目综合效益更优,更加符合广西与粤港澳大湾区经济社会协同发展需要。
In order to systematically solve the problem of inconvenient passenger communication between Liuzhou and its surrounding areas and the Guangdong-Hong Kong-Macao Greater Bay Area,and the lack of convenient railway freight channels between Guangxi and the Guangdong-Hong Kong-Macao Greater Bay Area,on the basis of the analysis of the composition and development of the regional railway network,the classification and demonstration of the project function positioning was carried out,and the weighted network analysis method and the comparison method were used to compare and select the technical standards of the project,and from the perspective of scientifically promoting the construction of the project,the elements of road network function,transportation organization,engineering economy,and regional development coordination were comprehensively considered.The rationality analysis of the two schemes of one-time construction and phased construction of the whole project was carried out.The results show that when the target speed value is 160km/h,the function of the road network trunk can be effectively played,and the transportation capacity of the front and rear passages of the project is better matched by the one-time construction scheme of the whole line,the freight rate is lower,the transportation timeliness is stronger,and the project investment is more provincial,there is no waste of supporting projects,and the comprehensive benefits of the project are better,which is more in line with the needs of the coordinated economic and social development of Guangxi and the Guangdong-Hong Kong-Macao Greater Bay Area.
