摘要
[目的/意义]研判西方智库对人类命运共同体的认知,有助于总体把握西方国家对华态度及其政策走向。[方法/过程]本文选取美、欧等西方主流智库作为研究样本,对涉及人类命运共同体的主要观点进行梳理和分析。[结果/结论]随着高质量共建“一带一路”的深入推进,西方智库在谈及中国时更愿意主动谈论人类命运共同体这一话题。尽管其中不乏积极、理性的声音,却仍有部分西方智库在构建人类命运共同体的主体动机、文化属性及其可行性的问题上存在偏颇认知。历史文化和思维方式的差异、现实利益的考量是西方智库偏颇认知的主要成因。鉴于西方智库的全球影响力,建议从自身经济发展、中国话语传播、国际规则制定等方面应对西方智库认知偏差所产生的负外部性。
[Purpose/Significance]The study of Western think tanks’perceptions of a community with a shared future for mankind helps to grasp the Western countries’attitudes towards China and the direction of Western countries’policies.[Method/Process]In this paper,the mainstream think tanks in the United States and Europe are selected as research samples,and their primary viewpoints on a community with a shared future for mankind are sorted out and analyzed.[Result/Conclusion]With the in-depth promotion of the high-quality joint construction of“The Belt and Road”,western think tanks are increasingly inclined to discuss the concept of a community with a shared future for mankind in their analyses of China.Although there is no lack of positive and rational evaluations,some Western think tanks still have biased perceptions of the subjective motives,cultural attributes and feasibility of building a community with a shared future for mankind.Differences in history,culture and way of thinking,as well as considerations of practical interests,are the main causes of the misperceptions of Western think tanks.In view of the global influence of Western think tanks,it is recommended that China should at least address the negative externalities arising from the cognitive biases of Western think tanks in terms of its own economic development,the dissemination of Chinese discourse,and the formulation of international rules.
