On the Achievements and Experiences of Urban Development in China since the Founding of People’s Republic of China

新中国成立以来,城市发展取得了举世瞩目的伟大成就,充分显示了社会主义制度的优越性。概括起来主要有八大成就:城市化高速发展,实现了世界上规模最大的人口转移,创造了人类发展史上的奇迹;中国经济在经历了数十年的曲折发展之后,一跃而成为世界第二大经济体;城市基础设施建设成就巨大,成为城市发展的重要基石,为城镇居民提供了良好的生活条件;城市公共服务成就斐然,为城市发展提供了重要保障;城市生态环境得到有效保护,生态环境质量明显提升;城市文化建设取得丰硕成果,城市文化高度繁荣;城镇居民生活发生根本性变化,生活质量大幅提高,居民幸福感不断增强;人民健康水平逐步提高,人均预期寿命得到提升。经过长期探索和实践,我国城市发展已经形成了独具特色的路径,为全球城市化提供了中国经验,其中最重要的有四大经验:一是坚持党的正确领导,这是新中国城市发展的根本保证;二是坚持人民至上、以人为本的城市发展理念;三是坚持以科学发展为指导,加强城市规划与发展战略的引领作用;四是以基础设施建设为核心的城市发展模式。在新时代,中国城市发展也面临新的挑战和发展机遇。在新的历史起点上,应紧紧围绕全面建设社会主义现代化国家这个总目标,坚定不移推进城市发展,为实现中华民族伟大复兴的中国梦而努力奋斗。

Since the inception of People’s Republic of China,urban development has witnessed significant advancements that have attracted worldwide attention,fully underscoring the efficacy of the socialist system.In essence,there are eight primary accomplishments:swift urbanization has culminated in the world’s most extensive population transfer and a monumental milestone in the history of human development;China’s economy,after an arduous journey spanning decades,has ascended to the world’s second largest economy;the construction of urban infrastructure has made great progress,becoming a crucial foundation for urban development and ensuring optimal living conditions for urban residents;notable progress has been realized in urban public services,offering vital support for urban expansion;the urban ecological environment has been protected effectively,and the quality of the ecological environment has been significantly improved;urban cultural construction has achieved fruitful outcomes,and urban culture has flourished;fundamental changes have taken place in urban life,life quality has been remarkably improved and the residents’feeling of happiness has increased continuously;people’s health level has seen a steady rise,along with the rise in average life expectancy.After extensive exploration and practice,urban development in China has evolved a distinctive path,providing Chinese experience for global urbanization.The four most salient aspects of this experience are:first,the steadfast adherence to the correct leadership of the Party,which serves as the fundamental assurance for urban development;second,the adherence to the people-first and people-oriented urban development concept;third,with the scientific development as a guiding principle,the enhancement of the leading role of urban planning and development strategies;fourth,the adoption of an urban development model that prioritizes infrastructure construction.In the new era,urban development in China confronts both new challenges and opportunities.At this pivotal historical juncture,it is imperative to remain closely aligned with the overall goal of comprehensively building a modern socialist country in an all-round way,persistently promote urban development,and strive to realize the Chinese Dream of the great rejuvenation of the Chinese nation.
