区域一体化、数字经济发展与创新要素流动路径

Regional Integration,Digital Economy Development,and Innovation Factors Flow Paths

研究立足于新时代区域协调发展理念,建立区域协调数字经济模型,论证区域一体化对数字经济的驱动效应;聚焦于生产要素微观视角,基于劳瑞引力模型构造创新要素流动变量,在“中心-外围”理论框架下剖析区域一体化促进数字经济的跨区域动态影响路径。结果表明:(1)区域一体化促进区域内数字经济发展并存在“时间滞后效应”与“空间溢出效应”;(2)在门槛效应方面,区域一体化对于数字经济的驱动效应随创新要素流动加剧逐步增强;(3)在流动路径方面,创新要素流动对区域数字经济的促进效应具有“先聚集,后扩散”路径特征,其中,对中心区发展呈现“先促进,后抑制”的作用特征,对外围区发展呈现“先抑制,后促进”的作用特征。基于区域一体化在创新要素流动的调节作用下促进数字经济发展这一重要结论,研究提出区域数字经济协调发展相关政策建议。

Based on the concept of regional coordinated development in the new era,this paper establishes a regional coordinated digital economy model and demonstrates the driving effect of regional integration on the digital economy.Then,this paper focuses on the micro-perspective of production factors,constructs the variables of innovative factors flow based on the Lowry gravity model,and analyzes the cross-regional dynamic influence path of regional integration to promote digital economy under the"enter-periphery"theoretical framework.The results show that:(1)Regional integration promotes the development of a digital economy in the region and there are"time lag effect"and"space spillover effect".(2)In terms of the threshold effect,the driving effect of regional integration on the digital economy is gradually enhanced with the intensification of the flow of innovation factors.(3)In terms of the flow path,the promoting effect of the flow of innovative factors on the regional digital economy is characterized by a path of'aggregation-dffusion",among which,the development of the central region is characterized by"promotion-inhibition"and that of the peripheral region is characterized by"inhibition-promotion".Based on the important conclusion that regional integration promotes the development of the digital economy under the regulatory role of innovation factor fiow,this paper puts forward relevant policy suggestions for the coordinated development of the regional digital economy.
