以新质生产力推动我国实现碳达峰碳中和目标

摘要 新质生产力已孕育于我国碳达峰碳中和的实践,需要进行理论总结并用于指导新的碳减排实践。当前,要认真研究以确定不同发展阶段的碳减排重点,依靠科技进步培育和发展新质生产力,以尽可能低的投入实现我国碳达峰碳中和目标。能源绿色低碳转型是碳达峰碳中和的重中之重;能源结构优化须以低碳为导向,即降低高碳能源生产和消费比重,提高低碳能源生产和消费比重;在消费环节应以节能为重点,减缓化石能源消费增长势头并尽快达峰。要依靠理论创新、技术创新、制度创新和模式创新,特别是颠覆性技术突破,破解“双碳”目标实现过程中的难点、堵点和卡点,走出一条符合中国国情的低碳发展之路。 The concept of new quality productivity has emerged in China's efforts toward carbon peaking and carbon neutrality,necessitating theoretical frameworks to guide future carbon reduction practices.A thorough examination is required to understand the cultivation and development of new quality productive forces,prioritize carbon reduction across various developmental stages,and achieve China's carbon goals with minimal investment.The transition to a green and low-carbon energy system is crucial for reaching carbon peaking and neutrality.Efforts to optimize energy structures must prioritize reducing the proportion of high-carbon energy production and consumption while increasing the share of low-carbon alternatives.In terms of consumption,energy conservation should be emphasized to curb the growth of fossil fuel consumption,allowing it to peak as early as possible.The successful implementation of the dual-carbon strategy relies on innovation in theory,technology,institutions,and models,with particular emphasis on disruptive technological breakthroughs.Overcoming the challenges and bottlenecks in this strategy will help chart a low-carbon development path aligned with China's unique conditions.
