新质生产力驱动能源系统高质量发展:理论逻辑、战略框架及应用探索

Driving High-Quality Development of the Energy System through New Quality Productivity:Theoretical Logic,Strategic Framework,and Application Exploration

摘要 能源是社会发展必不可少的物质基础和关键资源,推动能源系统高质量发展是保障国家能源安全、构建全球竞争新优势的必然选择。首先,从“新”和“质”的先进性剖析新质生产力的内涵、特征和表现形式,提炼出能源系统新质生产力的定义;其次,从科技创新的革命力量、要素配置的创新活力、产业转型的重要支撑三个方面解析新质生产力的驱动理论逻辑,进一步构建能源系统高质量发展的战略框架;最后,以新能源新兴产业的发展应用为例探索新质生产力的实践价值。研究发现,培育和发展能源系统新质生产力是推动高质量发展的内在要求和重要着力点,要以颠覆性技术为锚点,优化新质生产要素的配置,依托现代信息网络、通信技术、数字资源等技术手段,聚焦重点能源领域产业转型升级,做强新能源、锂电池、电动汽车等战略性新兴产业,加快培育能源领域新质生产力,让能源系统更加“坚韧”。 Energy is an essential material foundation and key resource for societal development.Promoting the high-quality development of the energy system is a necessary choice to ensure national energy security and build new global competitive advantages.First,the paper analyzes the connotation,characteristics,and manifestations of new quality productivity from the advanced nature of new and quality,and extracts a definition of new quality productivity in the energy system.Second,it explores the theoretical logic driving new quality productivity from three perspectives:the revolutionary power of technological innovation,the innovative vitality of resource allocation,and the crucial support for industrial transformation,thereby constructing a strategic framework for the high-quality development of the energy system.Finally,using the development and application of emerging industries in new energy as an example,the paper explores the practical value of new quality productivity.The study finds that fostering and developing new quality productivity within the energy system is an inherent requirement and a key focus for driving high-quality development.It should be anchored in disruptive technologies,optimizing the allocation of new quality production factors,and leveraging modern information networks,communication technologies,and digital resources.The focus should be on the industrial transformation and upgrading of key energy sectors,strengthening strategic emerging industries such as new energy,lithium batteries,and electric vehicles,and accelerating the cultivation of new quality productivity in the energy field to enhance the resilience of the energy system.
