摘要
构建大型科研仪器设备使用效益评价模型,为大型科研仪器设备使用管理提供技术支持。利用德尔菲法、层次分析法,通过问卷调查和专家评估的方式,确定评价指标体系的一级指标、二级指标及指标权重,构建大型科研仪器设备使用效益评价模型。大型科研仪器设备使用效益评价指标包括组织管理情况、共享服务成效2个一级指标及14个二级指标。结合河北省Z大学H研究院大型科研仪器设备使用情况进行评价分析,最终评价综合得分为1.86分(≥1.5分即为合格),与现实情况相符。大型科研仪器设备使用效益评价模型可有效提高科研仪器设备使用管理的科学性,为使用效益评估工作提供定量分析依据。
Developing a large-scale scientific research instruments and equipment utilization benefit evaluation model to provide technical support for the management of such instruments.Utilizing the Delphi method and analytic hierarchy process,we employed a combination of questionnaire surveys and expert assessments to establish a hierarchical evaluation framework for large-scale scientific research instruments and equipment utilization benefit evaluation.This framework includes primary and secondary indicators,along with their respective weights.The evaluation criteria for utilization benefit of large-scale scientific research instruments and equipment consist of two primary indicators:organizational management and shared service effectiveness,along with 14 secondary indicators.When evaluating the utilization benefit of these instruments at Z University's H research institute for the year 2022,the final comprehensive evaluation score was calculated to be 1.86.The utilization benefit evaluation model for large-scale scientific research instruments and equipment can effectively enhance the scientific management of these instruments and provide a quantitative basis for utilization benefit assessments.
