协同治理视角下的广东省人才发展体系构建

The Road to Break the Bureau:Thinking on the Talent Development System of Guangdong Province from the Perspective of Collaborative Governance

随着数字经济的深入发展与全球范围内竞争的不断加剧,人才已经成为不可或缺的重要战略资源。近年来,我国高度重视人才工作开展,积极推进人才发展体制机制改革,力求强化社会主义现代化建设的人才支撑。在这一背景下,如何营造有助于人才“引育用留”的政策环境、构建高效人才发展体系、突破人才发展困局已然成为巫待解决的理论与实践问题。在梳理过往人才工作研究和分析广东省人才发展体系建设实际情况的基础上,本研究从协同治理视角出发,构建“三大主体-四大机制一两大环境”人才发展体系,分析广东省人才发展所面临的问题与挑战,并提出系列建设思路与建议,以期助力广东省破解人才发展体系建设的痛点与难点,为粤港澳大湾区人才高地建设建言献策。

With the deepening development of digital economy and the increasing global competition,talent has become an indispensable and important strategic resource.In recent years,China attaches great importance to the development of the talent work,actively promotes the reform of the talent development system and mechanism,and strives to strengthen the talent support of the socialist modernization construction.In this context,how to create a policy environment that is conducive to talent reference and retention,build an efficient talent development system,and break through the dilemma of talent development has become a theoretical and practical problem to be solved urgently.On the basis of combing the past talent work research and analyzing the actual situation of the construction of the talent development system in Guangdong Province,this study constructs a talent development system of"three subjects-four mechanisms-two environments"from the perspective of collaborative governance,analyze the"diffcult situation"faced by talent development in Guangdong Province,and provide a series of"ways to break the situation"for reference,help Guangdong province solve the pain points and difficulties in the construction of talent development system,and make suggestions for the construction of talent highland in the Guangdong-Hong Kong-Macao Greater Bay Area.
