国际开放获取实践现状分析及对我国的启示

Analysis of the Current Status of International Open Access Practices and Implications for China

开放获取(Open Access, OA)指文献全文的免费、即时和永久获取。在全球开放获取20余年的发展浪潮中,各国从政策法规、制度建设、配套服务等方面出发,积极推动从传统出版订阅模式向开放获取模式的转型。在此背景下,本文通过广泛的文献调研,对各国开放获取政策、出版商开放获取进程、开放获取盈利模式、转换协议等方面进行梳理和分析,提出国家应积极完善开放获取政策体系建设、提高机构组织间协作水平,尽快在全球开放获取领域掌握话语权等建议。

Open Access(OA)refers to free,real-time,and permanent access to the full text of literature.In the wave of global open access development for more than 20 years,various countries have actively promoted the transformation from the traditional publishing subscription methods to the open access agenda in terms of policies and regulations,system construction,and supporting services.In this context,this article takes empirical research as the starting point and conducts extensive literature research to sort out and analyze the open access policies,publisher open access processes,open access profit models,conversion agreements,and other aspects of various countries internationally.It proposes that countries should actively improve the construction of open access policy systems,improve the level of collaboration between institutions and organizations,and quickly grasp the discourse power in the global open access science field.
