新时代党建引领基层群众自治研究--基于安徽省C村党建引领村民自治实践分析

Research on Party Building Leading Grassroots Mass Autonomy in the New Era--Analysis of the Practice of Villagers’Self-Governance Led by Party Building in C Village of Anhui Province

党建引领群众自治是新时代基层治理的重要方式。当前安徽省C村积极创设自治架构、理顺自治机制、拓展自治能力,构建了党建引领村民自治的全新实践模式。然而现阶段仍然面临着基层党建虚化弱化、政治引领力羸弱、自治单元适配性不足、治理效能低下等问题。因此,应该完善基层党建机制,增强村民自治效能,健全协同治理制度,打造共商、共建、共享自治格局。

Party building leading mass self-governance is an important way of grassroots governance in the new era.At present,Village C in Anhui Province has actively created a self-government structure,rational-ized the self-government mechanism,and expanded the self-government capacity,and constructed a brand-new practice mode of villagers’self-government led by Party building.However,at this stage,it is still facing the problems of weak grass-roots party building,weak political leadership,insufficient adaptability of self-governance units,and low governance effectiveness.Therefore,the mechanism of grassroots party building should be improved,the effectiveness of villagers'self-government should be enhanced,and the system of collaborative governance should be improved to create a pattern of self-governance by mutual con-sultation,common construction and sharing.
