国有企业基层监督高水平发展有效路径探析

本文积极呼应当前完善党和国家监督体系的背景,以科创型国有企业在基层监督治理过程中普遍存在的问题为切入口,结合基层监督队伍体系日常工作推进中了解掌握到的情况和调研发现问题,分别从选优配强监督力量、贯通协同“两个责任”、完善配套体系机制、精准培训靶向赋能四个方面提出针对性意见建议,旨在推动全面从严治党向基层延伸,打通基层监督“最后一公里”,实现监督下沉、监督落地,进而推动实现“监督保障执行、促进完善发展”。

This article actively resonates with the current background of improving the party and national supervision system.It takes the common issues faced by state-owned enterprises with innovative capabilities in the grassroots supervision and governance process as the entry point.Combining the situations understood and problems identified during the daily work of grassroots supervisory teams and research findings,the article proposes targeted suggestions from four aspects:selecting and strengthening supervisory forces,integrating and coordinating the“two responsibilities,”improving supporting systems and mechanisms,and providing precise training for targeted empowerment.The aim is to extend strict governance of the party to the grassroots level,effectively address the“last mile”of grassroots supervision,achieve deeper supervision and implementation,and ultimately promote the realization of“supervision ensuring execution and facilitating improvement and development.”
