摘要
次生灾害对城镇洪涝灾害后应急物流配送的影响不可忽视。为降低次生灾害对人员车辆带来的威胁,保证物资及时快速地运往受灾地,对灾后应急物流车辆路径优化进行了研究。首先,考虑了物资车辆在洪涝灾后的行进速度和行车时间等因素,通过ArcGIS软件对研究区进行危险性评估,主要对路段高程、坡度和地层岩性分析,并利用信息量模型分析路段的平均信息量;其次,建立以配送时间最短和道路危险性系数最低为目标的数学模型,采用NSGA-Ⅱ算法求解;最后,以2020年发生在金堂县的洪涝灾害为例验证,结果表明,相较传统车辆配送,配送时长减少了3.422 h,且有效保障了物资、车辆以及驾驶人员的安全,验证了本文模型和算法的可靠性和合理性。
The impact of secondary disasters on the emergency logistics distribution of disaster-stricken areas in urban areas cannot be ignored.In order to reduce the threat of secondary disasters to personnel and vehicles,and ensure timely and rapid transportation of materials to disaster-stricken areas,optimization research on the routing of emergency logistics vehicles after disasters were conducted.Firstly,factors such as the travel speed and travel time of material vehicles after floods were considered.Danger assessment of the research area was conducted using ArcGIS,the elevation of road sections,the slope and lithology of the strata were mainly analyzed,and an information model was used to analyze the average information content of the road section.Secondly,a mathematical model with the goal of minimizing delivery time and road hazard coefficient was established,and the NSGA-II algorithm was used to solve it.Taking the flood disaster that occurred in Jintang County in 2020 as an example for verification,the results indicated a 3.422-hour reduction in delivery time compared to traditional methods,ensuring the safety of goods,vehicles,and drivers.This confirms the reliability and validity of the proposed model and algorithm.
