“全球南方”视域下中国与东盟生物多样性保护合作的动因、内容与成就

The Motivation,Content and Achievement of the Cooperation on Biodiversity Conservation between China and ASEAN from the Perspective of the"Global South"

生物多样性保护不仅事关国家生态安全,而且是全球治理领域中的重要议题。作为“全球南方”群体中的重要成员,中国与东盟在维护国家生态安全与推动全球生物多样性治理体系变革的内外动因下,从凝聚共识、走向行动到深化合作,在生物多样性保护合作方面已取得较多成果,且双方在合作进程、合作形式、互动模式及参与主体等方面具有一定的独特性。中国与东盟生物多样性保护合作不仅促进了区域生物多样性保护与经济可持续发展,推动了中国与东盟合作共赢关系的建设,而且还丰富了全球生物多样性治理模式,为“南南合作”树立了典范。

Biodiversity conservation is not only related to national ecological security,but also a significant issue of global governance.As important members of the"Global South",China and ASEAN,driven by such internal and external factors as maintaining national ecological security and promoting the transformation of the global biodiversity governance system,have achieved great achievements in biodiversity conservation cooperation like reaching consensus,taking actions and deepening cooperation.Besides,both sides remain their uniqueness in the cooperation process and forms,interaction modes,and participants.Their cooperation advances regional biodiversity conservation and sustainable economic development,builds a win‑win relationship between them,and more importantly,it enriches the global biodiversity governance modes,setting an example for"South‑South cooperation".
