The internationalization of higher education in Japan started early and has been closely cooperating with global educational institutions.The internationalization of students and the international competitiveness of local universities have achieved remarkable results.curently,cross-border mobility is restricted,and the global internationalization development pattern has changed.Online education,local internationalization,and regional internationalization have been further developed in the internationalization of higher education under the new normal.In the process of internationalizing global higher education under the framework of the national development strategy,Japan carries out top-level design around the international viability and competitiveness of universities,strives to develop strategic partnerships between local universities and overseas universities,builds regional and global higher education network,and adjust international exchange and study abroad policies according to changes in the situation.The experience of higher education internationalization construction in Japan will provide valuable insights for China to further promote global higher education cooperation and form a model of higher education internationalization with Chinese characteristics.
