摘要
本文根据济宁市压煤村庄搬迁现状,结合现行增减挂钩政策,以微山县夏镇街道小官口村城乡建设用地增减挂钩试点项目为例,进行塌陷预测分析和规划复垦研究,提出科学编制复垦方案时,做好压煤村庄搬迁旧村址复垦耕地可行性论证,根据塌陷深度设计复垦标高;研究复垦耕地质量等别,确保耕地可持续利用;进一步完善整村搬迁的相关增减挂钩政策和拆旧建新分离指标化管理模式。
Based on the relocation status of coal mining villages in Jining City and the existing policy of linking increase and decrease,this paper takes the pilot project of linking urban and rural construction land with increase and decrease in Xiaogankou Village,Xiazhen Street,Weishan County as an example to conduct subsidence prediction analysis and planning reclamation research,and proposes that when scientifically compiling reclamation plans,it should do a good job in the feasibility study of relocating the old village site of coal mining villages to reclaim farmland,and design reclamation elevation according to the depth of subsidence;to study the quality of reclaimed land and ensure the sustainable use of cultivated land;further improve the related increase and decrease policies of the whole village relocation and the separation of the old and new construction management model.
