我国中心城市技术要素市场发展评价及障碍因素研究

摘要 从制度环境、技术供给、服务效能及要素融合四个方面构建评价指标体系,运用熵权TOPSIS法和障碍度模型,对我国35个中心城市技术要素市场发展水平进行评价。主要结论为:中心城市技术要素市场发展水平普遍提升,城市间差异扩大。北京、广州、深圳及长江经济带中下游核心城市发展水平较高。技术要素市场高速发展的城市在空间上形成以武汉为中心,以北京、深圳、上海、西安及成都构成的菱形区域。制度环境和服务效能的障碍明显改善,技术供给是中心城市技术要素市场发展的主要障碍,技术供给质量对技术要素市场发展的约束突出。最后,对不同障碍类型城市提出优化建议。 Construct an evaluation index system from four aspects:Institutional environment,technology supply,service efficiency and factor integration.Using the entropy weight TOPSIS method and obstacle degree model,evaluate the development level of technology factor markets in 35 central cities in China.The main conclusion is that the development level of the technology factor market in central cities has generally improved,and the differences between cities have widened.Beijing,Guangzhou Shenzhen,and the core cities in the middle and lower reaches of the Yangtze River Economic Belt have a relatively high level of development.Cities with rapidly developing technology factor markets have formed a diamond shaped area in space,centered around Wuhan and consisting of Beijing,Shenzhen,Shanghai,Xi'an,and Chengdu.The obstacles to institutional environment and service efficiency have significantly improved,and technology supply is the main obstacle to the development of the technology factor market in central cities.The quality of technology supply is the most prominent constraint on the development of the technology factor market.Finally,optimization suggestions are proposed for cities with different types of obstacles.
