Concept and Dimensions of Emergency Management Dynamic Capability—Based on Atomic Mapping Method and Qualitative Analysis

环境变化和不确定性要求应急管理形成快速回应的动态能力。以战略管理领域的动态能力理论为鉴镜,基于原子图谱法提炼已有概念数据指标并结合质性分析,应急管理动态能力可概括为在突发事件全周期内,应急管理主体通过感知与监测环境风险,整合和重新配置内外部资源,并借助危机学习和创新,以预防、应对突发事件,将突发事件造成的损失降到最低并满足应急管理需求的能力。应急管理动态能力包括风险感知能力、应急保障能力、资源整合能力、协同配合能力、创新能力、恢复能力和学习能力等维度,具有全方位、全流程和综合性特点。应急管理动态能力框架具有一定的理论解释力,但仍需要进一步丰富理论内涵,提升实践价值,以利于制定适宜的应急管理发展战略,有效应对风险挑战。

Environmental changes and uncertainties necessitate that emergency management develop dynamic capabilities for rapid response.Drawing on the theory of dynamic capabilities from the field of strategic management,this study extracts existing conceptual data indicators using atomic mapping method and combines them with qualitative analysis.Emergency management dynamic capability can be summarized as the ability of emergency management entities to sense and monitor environmental risks,integrate and reconfigure internal and external resources,and leverage crisis learning and innovation throughout the entire lifecycle of emergencies,in order to prevent,respond to,and recover from emergencies,thereby minimizing losses and meeting emergency management demands.The dimensions of emergency management dynamic capability include risk perception,emergency support,resource integration,collaborative coordination,innovation,recovery,and learning capabilities.This framework is characterized by its comprehensive,process-oriented,and integrative nature.While the framework of emergency management dynamic capability possesses a certain degree of theoretical explanatory power,there is still a need to further enrich its theoretical connotations and enhance its practical value.This will facilitate the formulation of appropriate development strategies for emergency management,enabling effective responses to risk challenges.
