“技术-组织”互构视角下老旧小区改造的全过程参与机制创建——以N市“老友议事会”模式为例

The Establishment of the Whole Process Participation Mechanism in the Renovation of Old Residential Communities From the Perspective of“Technology-Organization”Mutual Construction—A Case Study Based on the Model of“Laoyou Council”in N City

以老旧小区改造为代表的民生工程是中国情境下党和政府对公众需求的集中回应。政策落实面临科层与自治两种组织逻辑的张力。从执行者与受众互动视角来看,目标压力与受众反馈构成科层组织的复杂任务环境,理性选择与合作预期影响居民集体行动。作为媒介的治理技术从理念与操作两个维度构建二者的关联。N市老旧小区改造中创建的“老友议事会”模式呈现了治理技术的“适配—采纳”与“嵌入—奏效”过程。一方面,治理技术的介入重塑了组织逻辑与组织间关系。具体而言,科层组织的适应性驱动其采纳治理技术并构建合法与合意的关联,治理技术嵌入为居民参与提供了价值与程序支撑,技术的应用促成刚性政策与柔性治理的有序衔接。另一方面,技术采纳者与使用者依据总体成效与使用体验做出反馈,拓展了治理技术的应用范围并丰富了其应用场景。在技术与组织的互构过程中,老旧小区改造的全过程参与机制得以创建和逐渐定型。这表明,面对复杂任务环境,借助多样化、组合型的执行手段来规范与调节行动者关系是推动创造性执行的关键所在。

The renovation of old residential areas,as a representative of livelihood projects,is a concentrated response of the Party and government to public demands in the Chinese context.The implementation of policies faces the tension between bureaucratic and autonomous organizational logic.By examining the interaction between executors and the audience,the pressure of objectives and feedback from the audience constitute the complex task environment of the bureaucratic organization,while rational choice and cooperative expectations affect the collective action of residents.As a medium,governance technology constructs the connection between the two from the dimensions of concept and operation.The“Laoyou Council”model created in the renovation of old residential areas in City N demonstrates the“adaptation-adoption”and“embedding-effectiveness”process of governance technology.The study found that,on the one hand,the intervention of governance technology reshapes organizational logic and inter-organizational relationships:the adaptability of the bureaucratic organization drives its adoption of governance technology and constructs a legitimate and appropriate connection;the embedding of governance technology provides value and procedural support for resident participation;the application of technology facilitates the orderly connection between rigid policies and flexible governance.On the other hand,the adopters and users of technology provide feedback based on overall effectiveness and user experience,expanding the scope of application of governance technology and enriching its application scenarios.In the process of mutual construction between technology and organization,the whole process participation mechanism in the renovation of old residential areas is created and gradually takes shape.This indicates that in the face of a complex task environment,relying on diversified and composite implementation means to regulate and adjust the relationships between actors is the key to promoting creative implementation.
