网络意识形态安全是国家安全的重要组成部分,内在蕴含着“技术规制”与“价值引领”双重逻辑。当前,以5G、大数据、云计算、物联网、区块链、人工智能及虚拟现实等为代表的新技术,推动社会各个领域数字化、网络化、智能化融合发展,正在深刻改变着人们的生产生活方式和意义世界。新技术革命背景下,网络意识形态安全界域深刻变革,应科学认识二者“智治互构”的耦合关系,深刻把握建设主体“人机共融”的发展趋向,理性审视“技术利维坦”的风险挑战。在此基础上,强化系统规划,风险防控,综合应对,科学保障,增强网络意识形态工作的科学性、系统性和实效性,筑牢网络意识形态安全网。

The security of network ideology is an important component of national security,which inherently contains the dual logic of“technical regulation”and“value guidance”.Currently,new technologies represented by 5G,big data,cloud computing,Internet of Things,blockchain,artificial intelligence and virtual reality are promoting the integrated development of digitalization,networking and intelligence in all areas of society,which is profoundly changing people's production and life styles and the meaning of the world.In the context of the new technological revolution,the security of network ideology is undergoing profound changes.We should scientifically understand the coupling relationship between the two“intelligent governance and mutual construction”,deeply grasp the development trend of“human-machine integration”of the construction subject,and rationally examine the risk challenges of“technological Leviathan”.On this basis,we should strengthen system planning,risk prevention and control,comprehensive response,and scientific guarantee,focus on enhancing the scientific,systematic and effective nature of network ideological work,and build a solid network of network ideological security.
