韧性安全城市建设的现实逻辑、目标指向与实践场域

将“韧性”与“安全”紧密关联,并明确提出韧性安全城市建设,既是中国特色城市治理的实践创新,更是习近平总书记关于城市工作的重要论述中一以贯之的重要内涵。韧性安全城市的提出,其现实逻辑是源于对当前城市面临各种风险的深刻认识、对“两个至上”思想的行动呼应、对未来城市可持续发展的目标追求。韧性安全城市是以人民为中心的发展思想在城市建设中的集中体现,打造人民群众高品质生活成为韧性安全城市建设的目标指向。建设韧性社区则是韧性安全城市建设的关键场域,应当从发挥基层党组织的核心引领作用、重视社区安全规划、做强社区智慧赋能、加强社区安全文化教育等路径,实现社区结构韧性、管理韧性、技术韧性、社会韧性。
