我国硕士研究生招生考试监督机制的运行逻辑、问题与对策

摘要 在研究生教育的重要性与日俱增、硕士研究生招生规模不断扩大的背景下,硕士研究生招生考试监督机制的科学性和公平性受到越来越多的关注和审视。当前,我国硕士研究生招生考试监督机制的运行逻辑主要体现在三个方面:以维护考试公平与效率提升的内在平衡为价值追求,多层级内外交叉重叠的复合主体机制,采用制度规约与信息技术相结合的监督工具。我国硕士招考监督机制虽日益完善,但部分招生单位在招考工作中仍存在一些问题:考前自主命题保密及组织工作不严谨,考中评判标准与管理把控难,考后调剂和反馈机制不健全。这些问题反映出相关监督机制尚不健全,对此,相关管理部门应强化考试命题过程的规范管理,落实阅卷环节的公平公正,完善复试环节的客观评定机制,做到考研调剂信息的公开透明。 Against the backdrop of the increasing importance of graduate education and the continuous expansion of the scale of master's graduate admissions,the scientific validity and fairness of the supervision mechanism for the admission examination of master's graduates have attracted growing attention and scrutiny.Currently,the operational logic of China's master's admission examination supervision mechanism is mainly reflected in three aspects:the value pursuit of maintaining the internal balance between exam fairness and efficiency improvement,a multi-level composite subject mechanism with internal and external overlapping,and the use of supervision tools combining institutional regulation with information technology.Although China's supervision mechanism for master's admission examinations is increasingly sophisticated,some issues persist in the work of certain admission units:lack of rigor in maintaining exam secrecy and organizing work before the exam,difficulty in judging standards and managing controls during the exam,and inadequate adjustment and feedback mechanisms after the exam.These issues reflect incomplete related supervision mechanisms.To address them,relevant regulatory authorities should strengthen the standardized management of the exam question setting process,ensure fairness and impartiality in the marking process,improve the objective assessment mechanisms for the interview stage,and ensure the transparency of information regarding postgraduate admissions adjustments.
