开发性金融引领灌区多元化投融资发展模式研究

Studies on diversified investment and financing model for irrigation districts driven by development financing

现代化灌区建设具有保障粮食安全、助力乡村振兴、促进节约用水等多方面重要意义。我国正加快构建国家水网,水利建设资金需求旺盛,但当前农业水价综合改革仍处于进行时,灌区工程深度依赖财政投入。加大开发性金融对该领域的支持力度,有利于稳固市场薄弱环节,培育机制,做强主体,以“两手发力”助力灌区高质量发展。梳理了国内外灌区投融资的主要做法,分析了灌区投融资的形势趋势,以国家开发银行支持灌区建设的典型实践为例,介绍了开发性金融助力灌区建设的投融资模式及实践要点,提出持续完善政策机制、做好灌区产业发展规划、积极培育灌区建设运营专业企业、强化政策性资金支撑、引导社会资本持续投入、适时启动灌区资产确权工作等相关政策建议。

The construction of modern irrigation districts plays a crucial role in ensuring food security,supporting rural revitalization,and promoting water conservation.As China accelerates the development of its national water network,the demand for investment in water infrastructure is growing rapidly.However,the comprehensive reform of the agricultural water pricing system is still in progress,and irrigation projects remain heavily dependent on government funding.Increasing the support of development financing in this field can help address market weaknesses,foster synergy between the government and private sector,and enhance the high-quality development of irrigation districts.This paper reviews domestic and international practices of investment and financing in irrigation areas,analyzes the current situation and trends,and takes the National Development Bank’s support for irrigation district construction as a case study.It introduces the investment and financing models and key practices driven by development financing.Policy recommendations include continuously improving the policy mechanism,better planning for industrial development,cultivating professional enterprises for the construction and operation of irrigation districts,strengthening the support of policyrelated investment,guiding social capital for sustained input,and timely initiating the clarification of property rights in irrigation districts.
