广东水网建设路径与先导区实践经验成效

Construction path of Guangdong water network and practical experiences and effectiveness of pilot areas

加快构建现代水网,是推动新阶段水利高质量发展的重要实施路径之一。广东以省级水网先导区建设为契机,聚力推动水利高质量发展,推动解决区域发展不平衡问题,助力广东在推进中国式现代化建设中走在前列。分析了广东水网建设基础与面临形势,提出“五纵五横、百川百枢、绿美碧带、万渠润田、数智赋能”水网建设思路与总体布局,明确构建江河安澜的防洪安全网、集约高效的水资源配置网、秀水长清的绿色生态网、优质普惠的农村水利网、智慧增效的数字孪生网等各项任务和实施安排,总结梳理广东省级先导区建设阶段性成效,提炼出坚持高位推动、坚持“两手发力”、坚持融合发展、坚持数智赋能等典型经验,并提出坚持项目为王、推进水网融合发展、深化体制机制创新等进一步推进思路,切实发挥先导区示范引领作用。

Accelerating the construction of a modern water network is one of the key implementation paths for promoting high-quality water resources development in the new stage.Using its status as a provincial-level pilot area as an opportunity,Guangdong has committed to promote high-quality water resources development,solve the problem of imbalance in regional development,so as to take the lead in promoting Chinese path to modernization.Based on evaluations on basic situation of water network construction in Guangdong,a general layout of the network is proposed,which including“five vertical and five horizontal systems,hundreds of rivers with multi-purpose hubs,green and beautiful riversides,ten thousand canals for irrigation,and digital intelligence empowerment”.The plan outlines the tasks and implementation of flood safety networks,efficient water resource allocation,green ecological systems,rural water conservancy networks,and digital twin technology.The periodic achievements of pilot areas in Guangdong are summarized,highlighting key experiences such as strong top-level government support,collaboration between government and market forces,integrated development,and the use of digital intelligence.Further strategies emphasize project prioritization,integrated water network development,and institutional reform to ensure the pilot areas fully demons trate their leadership.
