基于中国专利奖的石油化工领域高价值专利评估模型构建

摘要 石油化工行业是关系国家经济和安全的重要行业,在促进经济和社会发展方面起到至关重要作用。为了提高石油采收率开发更多石油资源,石油化工领域相关的高校、企业及科研机构贡献了众多科技创新成果并且通过申请专利保护原创技术,部分优质专利申报了中国专利奖。中国专利奖是评价专利质量的重要奖项,也是科技创新程度的重要衡量指标。笔者以287件石油化工领域中国专利奖作为数据分析基础,从专利的法律稳定状态、技术先进程度及经济利用价值3个层面,总结了表征专利高价值指标,采用3种方法确定了指标权重,构建了对应评价模型,通过与中国石油和化学工业联合会行业专利奖的对比评估3个模型准确率,最终选择准确率高的主成分分析法构建石油化工领域高价值专利评估模型。研究表明,该模型能够实现对高价值专利进行评估,预测准确率达90%。此外,基于指标筛选评价流程,明晰了以“三提一降”为核心的高价值专利培育路径,能够为石油化工领域先进技术保护和运用提供指导。 The petrochemical industry is an important industry related to national economy and security,and plays a vital role in promoting economic and social development.In order to improve oil recovery and develop more oil resources,universities,enterprises and scientific research institutions related to the field of petrochemical industry have put forward many scientific and technological innovation achievements and protect original technologies by applying for patents,and some high-quality patents have declared the China Patent Award.China Patent Award is an important award to evaluate the quality of patents and an important index to measure the degree of scientific and technological innovation.Based on 287 China Patent Awards in the field of petrochemical industry,the author summarized the high value indicators of patents from the three levels of legal stability,technological advanced level and economic utilization value,determined the index weights by three methods,and built the corresponding evaluation model.The accuracy of the three models was evaluated by comparing with the industry Patent Award of China Petroleum and Chemical Industry Federation,and the principal component analysis method with high accuracy was selected to construct the high-value patent evaluation model in the petrochemical field.The results show that the model can evaluate high-value patents with a prediction accuracy of 90%.In addition,based on the index screening and evaluation process,the cultivation path of high-value patents with“three improvements and one reduction”as the core is clarified,which can provide guidance for the protection and application of advanced technologies in the petrochemical field.
