摘要
城市商圈治安治理是构建社会治理共同体的重要一环,其有效性最终指向提升社会治安防控体系效能。基于动员式治理理论,尝试引入“回应—动员”分析框架,将城市商圈治安治理分为“诉求回应”与“情感动员”两个先后承接的阶段。面对日趋多元化的商圈治安秩序维护需求,公安机关在整合辖区治理资源,而后转化为公共服务力量的过程中回应了群众诉求。这种回应性有效塑造了群众的情感认同和价值追求,并重新凝聚起维护商圈治安秩序的共识,进而使其成为合适的动员对象。动员式治理凸显了新时代公安机关在维护治安秩序中践行群众路线的关键作用,对提升社会治理水平与推进中国式治安治理现代化有着重要的启示价值。
The public security governance in urban business districts is a crucial part of building a social governance community,and its ultimate goal is to improve the effectiveness of the social security defense and control system.Based on the mobilized governance theory,this paper attempts to introduce the analytical framework of“response-mobilization”,and divides the urban business district public security governance into two successive stages:“demand response”and“emotional mobilization”.In the face of the increasingly diversified demand for the maintenance of order in business districts,public security organs have responded to the demands of the masses in the process of integrating the governance resources within their jurisdiction into public service forces.This responsiveness has effectively shaped the emotional identity and value quest of the masses and regrouped a consensus on the maintenance of order in the business districts,which in turn has made them suitable mobilization targets.Mobilized governance highlights the essential role of public security organs in practicing the mass line in maintaining order in the new era,and has important revelatory value for enhancing the level of social governance and advancing the modernization of Chinese public security governance.
