自贸试验区对地区生产性服务业集聚的影响效应分析——基于沪津闽粤地区经验数据

Analysis on Influence of Pilot Free Trade Zone on Regional Producer Service Agglomeration

设立自贸试验区是新时期深化改革、推动对外开放的重大举措。本文基于省级数据,运用双重差分模型,从驱动效应、中介效应、时间效应、空间效应四方面探究沪津闽粤自贸试验区设立对地区生产性服务业集聚的影响。结果表明:自贸试验区可显著提升地区生产性服务业集聚水平,贸易便利化、金融创新改革、投资自由化增强自贸试验区对地区生产性服务业集聚的提升作用;自贸试验区对高中低端生产性服务业集聚的影响具有异质性;自贸试验区政策效应随时间推移增强;自贸试验区对临近地区形成虹吸效应。基于此,本文认为自贸试验区建设应对标国际高标准经贸规则、深化金融领域创新改革、注重区域协调发展,从而推动地区生产性服务业发展。

The establishment of pilot free trade zones is a major measure to deepen reform and promote opening-up in the new era.Based on the provincial data,this paper uses the difference-in-differences model to explore the influence of the establishment of Shanghai,Tianjin,Fujian and Guangdong Pilot Free Trade Zones on the agglomeration of regional producer services from four aspects of driving effect,intermediary effect,time effect and spatial effect.The results show that pilot free trade zones can significantly enhance the level of regional producer service agglomeration,and trade facilitation,financial innovation and reform,and investment liberalization will enhance the role of pilot free trade zones in promoting regional producer service agglomeration;the impact of pilot free trade zones on the agglomeration of high,medium and low-end producer services is heterogeneous;the policy effect of pilot free trade zones is enhanced over time;and pilot free trade zones form a siphoning effect on the neighboring regions.Based on this,this paper holds that the construction of pilot free trade zones should be in line with international high-standard economic and trade rules,deepen the innovation and reform in the financial field,and focus on the coordinated development among regions,so as to promote the development of regional producer services.
