“双碳”背景下绿色低碳农业发展路径研究--以四川省为例

Study on Development Path of Green and Low Carbon Agriculture under the Background of“Dual Carbon”Policy-Taking Sichuan Province as An Example

党的二十届三中全会提出,为加快经济社会发展,全面绿色转型,健全生态环境治理体系,推进生态优先、节约集约、绿色低碳发展。研究在绿色低碳农业的政策背景下,构建绿色低碳农业发展路径逻辑框架。以四川省为例,分析绿色低碳农业建设现状与成效,包括农业特色优势产业、农业碳排放、农业碳汇、农业科技四个方面。继而深入挖掘四川省在发展绿色低碳农业存在的地区发展、区域优势、科技创新、核心驱动力、农业碳排放评价与市场交易体系等方面存在的问题,探究绿色低碳农业发展的支持与保障政策。最后,提出农业绿色低碳高质量发展,实现碳达峰、碳中和的基本规律和实践路径。

The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed to accel-erate the comprehensive green transformation of economic and social development,improve the ecological environment governance system,and promote ecological priority,conservation and intensive,green and low-carbon development.A log-ical framework for the development path of green low-carbon agriculture was constructed from the policy background of green low-carbon agriculture.Then,taking Sichuan Province as an example,the current situation and effectiveness of green and low-carbon agriculture construction in Sichuan Province were analyzed including agricultural characteristic advanta-geous industries,agricultural carbon emissions,agricultural carbon sinks,and agricultural science and technology.Further-more,problems that exist in the development of green and low-carbon agriculture in Sichuan Province were expounded in-cluding regional development,regional advantages,technological innovation,core driving forces,agricultural carbon emission evaluation,and market trading systems.The support and guarantee policies for the development of green and low-carbon agriculture were explored.Finally,the basic laws and practical paths for green,low-carbon and high-quality de-velopment of agriculture were proposed for achieving carbon peak and carbon neutrality.
