系统党建观中的制度治党与依规治党

The Institutional Governance and Rule-based Governance over the CPC in the view of Systematic Party Building

要深刻把握制度治党与依规治党的基本内涵与内在关系,必须坚持系统思维、问题导向与目标导向,在对中国特色社会主义制度体系、规范体系的系统认知中深化对党内法规制度体系与规范体系的认识,在对党的建设和全面从严治党的系统认知中定位制度治党与依规治党,结合具体语境、问题导向与目标导向来深刻认识制度治党、依规治党的时代要求。对中国共产党而言,管党治党的主体只能是中国共产党及各级党组织;思想建党、制度治党、依规治党、以德治党都是管党治党的基本方略,四者相辅相成、不能彼此取代。从党的建设、全面从严治党系统性角度看,制度治党与依规治党必须严格定义,将制度治党之“制”与依规治党之“规”界定为正式党内规章制度。作为新时代全面从严治党的内在要求与基本方略,制度治党与依规治党的问题导向与目标导向,都指向“把权力关进制度的笼子里”,重在“严”与“治”;依规治党作为制度治党的关键内容与内在范畴,二者之间的关系乃是“全面”与“重点”之关系。

In order to deeply grasp the basic connotations and internal relationships between the institutional governance and rule-based governance over the Party,it is necessary to adhere to systemic thinking,problem-solving and goal-oriented approaches.In the systematic understanding of the system and norms of socialism with Chinese characteristics,deepen the understanding of the system and norms of the CPC.In the systematic understanding of the Party's construction and the comprehensive and strict governance of the Party,position the institutional governance and rule-based governance over the Party.Furthermore,combine specific contexts,problem-solving and goal-oriented approaches to deeply understand the requirements of the times for institutional governance and rule-based governance over the Party.For the CPC,the main body of Party leadership can only be the CPC and its various Party organizations.Ideological development,institutional governance,governance according to rules,and moral governance are all fundamental strategies for managing the Party,with all four being mutually reinforcing and not substitutable for one another.From the perspective of systematic Party building and full and rigorous governance over the party,the definitions of institutional governance and rule-based governance over the Party must be rigorously established,delineating the“institution”and the“rule”as formal internal Party rules and regulations.As an intrinsic requirement and basic strategy for full and rigorous governance over the party,institutional governance and rule-based governance over the Party both aim at“Restraining power in an institutional cage”,focusing on“strictness”a“nd'governance”.Rule-based governance over the Party,as a key aspect of institutional governance,highlights a relationship of“comprehensive”versus“focused.”
