印太战略视域下欧盟对台政策实践及其影响

The EU’s Taiwan Policy Practice and Its Impact from the Perspective of Indo-Pacific Strategy

欧盟的印太战略包括政治、经济、区域安全等内容,以经济合作为重点。印太战略提出后,欧盟将中国台湾视为享有共同价值的“民主盟友”,双方有意在半导体产业等领域密切合作,深化贸易伙伴关系。欧盟强调台海具有重要战略价值,试图“吓阻”中国内地,继续维持两岸现状。未来欧盟很可能以意识形态为底色,形成美欧台“价值同盟”,以牵制和对抗中国内地;在经济上强调安全性,重视与中国台湾的经济合作,但其政治化操弄会造成欧、陆、台的“三败俱伤”;在军事上更多介入印太地区,增强欧盟在台海地区的军事存在感,为美国印太战略提供助力。欧盟的印太战略与美国的印太战略虽然存在差异,但在意识形态与区域安全领域欧盟很可能追随美国,造成台海形势的紧张升级。

The EU's Indo-Pacific strategy encompasses various dimensions,including politics,economics,and regional security,with a particular emphasis on economic cooperation.Following the announcement of this strategy,the EU has recognized Taiwan as a"democratic ally"that shares common values,leading both parties to seek closer collaboration in sectors such as the semiconductor industry to strengthen their trade partnership.The EU underscores the strategic significance of the Taiwan Strait,aiming to"deter"the Chinese Mainland and uphold the status quo in the region.Looking ahead,the EU is likely to forge a"value allance"with the U.S.and Taiwan,driven by shared ideological principles to counter and contain the Chinese Mainland.This partnership will prioritize economic security and cooperation with Taiwan;however,the EU's political maneuvers may create"triple losses"for Europe,the Chinese Mainland,and Taiwan alike.Additionally,the EU wil increase its military presence in the Indo-Pacific,bolstering its presence in the Taiwan Strait and supporting the U.S.Indo-Pacific strategy.Despite some differences between the EU s and the U.S.'s Indo-Pacific strategies,the EU is likely to align closely with the U.S.on issues of ideology and regional security,which could escalate tensions in the Taiwan Strait.
