摘要
在全球气候变暖及极端天气等外部环境因素下,加之我国应急管理体系顶层设计驱动,我国森林防灭火工作发展离不开综合防治管理体系的科学建设。通过对森林火灾致灾、伤亡的“人-机-环境”系统工程分析,提出了现阶段我国应急处置与安全避险的体系创新建议。
In the context of global warming and extreme weather,as well as the top-level design of China's emergency system,the development of China's forest fire prevention and control work cannot be separated from the scientific construction of an integrated prevention and management system.Through the"man-machineenvironment"system engineering analysis of the causes and casualties of forest fires,in this paper,opinions on the importance of system innovation construction of emergency management and safe evacuation at the current stage in China were put forward.
