环境规制提高我国能源利用效率了吗?——基于面板门槛模型的分析 被引量:1

摘要 通过理论阐释环境规制在经济发展水平视角下影响能源利用效率的非线性传导机制,运用超效率SBM模型测算我国省域能源利用效率,利用面板门槛模型实证检验环境规制对能源利用效率的影响效果。研究表明:随着经济发展水平的提高,环境规制对我国能源利用效率的影响存在门槛效应,二者之间呈U型非线性关系。环境规制对能源利用效率的影响因地区经济发达程度的不同而存在差异。机制分析发现,环境规制在不同经济发展水平下对绿色技术创新、产业结构高级化及能源消费结构的影响均存在与基准回归结果一致的U型特征。文章为推动我国实现环境保护和能效提升的双赢局面提供了具有参考价值的经验证据和政策启示。 Theoretically explaining the nonlinear transmission mechanism that the environmental regulation impacts the efficiency of energy utilization from the perspective of economic development level,the paper uses the Super-SBM model to calculate the efficiency of provincial energy utilization in China,and utilizes the panel threshold model to empirically test the impacts of the environmental regulation on the efficiency of energy utilization.As the results show,there is a threshold effect on the impact of the environmental regulation on the efficiency of China's energy utilization with the improvement of economic development level,and there is a U-shaped nonlinear relationship between the two.The impact of the environmental regulation on the efficiency of energy utilization varies with the degree of regional economic development.The mechanism analysis shows that the impacts of the environmental regulation on green technology innovation,industrial structure upgrading and energy consumption structure under the different economic development levels have a U-shaped feature consistent with the benchmark regression results.It provides valuable empirical evidence and policy implications for promoting the win-win situation of environmental protection and energy efficiency improvement in China.
