能源变革与生态福利绩效研究——基于新能源示范城市设立的准自然实验

Energy Transformation and Ecological Welfare Performance——A Quasi-natural Experiment Based on the Establishment of New Energy Demonstration Cities

能源变革是推动能源结构绿色转型的关键,新能源示范城市政策是能源变革的重要举措,也是推动城市生态文明建设发展的有力支撑。本文基于2007~2021年我国279个城市的面板数据,通过倾向得分匹配-双重差分模型(PSM-DID)探究新能源示范城市政策对生态福利绩效的影响。研究发现:新能源示范城市的设立有助于提升城市生态福利绩效。新能源示范城市政策对城市生态福利绩效的影响在东西部城市、行政等级高的城市和非资源型城市更为显著。机制检验表明新能源示范城市主要通过优化产业结构、提升技术创新水平和降低资源依赖度3种途径提升城市生态福利绩效,为政府有效实施城市能源建设并提升城市生态福利绩效提供积极的政策启示。

Energy transformation is the key to promoting the green transformation of energy structure,and the policy of new energy demonstration cities is an important measure of energy transformation,as well as a strong support for promoting the development of urban ecological civilization construction.Based on panel data from 279 cities in China from 2007 to 2021,this study explores the impact of new energy demonstration city policies on ecological welfare performance through propensity score matching difference in difference model(PSM-DID).Research finds that the establishment of new energy demonstration cities helps to improve urban ecological welfare performance.The impact of new energy demonstration city policies on urban ecological welfare performance is more significant in eastern and western cities,cities with higher administrative levels,and non resource-based cities.Mechanism testing shows that new energy demonstration cities mainly improve urban ecological welfare performance through optimizing industrial structure,improving technological innovation level,and reducing resource dependence,providing positive policy inspiration for the government to effectively implement urban energy construction and improve urban ecological welfare performance.
