摘要
产业用地提质增效是构建高质量现代产业体系的关键环节,对于提升产业用地要素生产率、增强产业链竞争力及促进新质生产力发展具有重要基础支撑作用。本文从产业升级、集约利用和市场配置三大维度出发,深入阐述了产业用地提质增效的内涵与意义,并围绕规划引领、土地供应及供后利用这三个层次,系统分析了产业用地全链条提质增效的发展路径。同时,结合深圳的实践经验、现存问题及对策建议,实现了理论与实践的有机结合,旨在为其他城市在产业用地提质增效方面提供有价值的理论与实践参考。
Improving the quality and efficiency of industrial land use is a key part of building a high-quality modern industrial system,playing a fundamental supporting role in enhancing industrial land factor productivity,strengthening industrial chain competitiveness,and promoting the development of emerging productive forces.This article delves into the connotation and significance of improving the quality and efficiency of industrial land use from three dimensions:industrial upgrading,intensive utilization,and market allocation.Furthermore,it systematically analyzes the development path of improving the quality and efficiency of the entire industrial land chain around the three levels of planning guidance,land supply,and post-supply utilization.Meanwhile,combining Shenzhen’s practical experience,existing problems,and countermeasures,it achieves an organic combination of theory and practice,aiming to provide valuable theoretical and practical references for other cities in improving the quality and efficiency of industrial land use.
