摘要
坚持系统观念,在科技创新各要素之间以及科技创新与制度创新等其他系统之间的相互关系中推进科技创新,全面谋划新时代科技创新的整体布局,统筹科技创新要素的有机互动,以全球视野谋划和推动科技创新开放发展,表现出系统思维的整体性、协同性和开放性诸特征的辩证统一,是以系统思维科学方法全面谋划和部署科技创新的具体表达。这对于系统理解和准确把握关于科技创新重要论述的基本内容和总体要义、实现高水平科技自立自强具有重要的理论意义和实践价值。
Insistence on systematic notion has been manifested in various multisystem relationships,e.g.,that among the various elements of sci-tech innovation,that between sci-tech and institutional innovation,etc.,having witnessed the promotion of sci-tech innovation,the comprehensive strategization and designing of sci-tech innovation for the new era,and the overall planning of organic interaction among the elements of sci-tech innovation.Moreover,adopting a global perspective in the strategization and promotion of sci-tech innovation's open development,as well as highlighting the dialectical unification of the various characteristics of systemic thinking,e.g.,integrity,synergy,and openness,together with abovementioned manifestations,indicate accurate insights into and application of the scientific approaches of systematic thinking.In light of that,probing deep into systematic thinking methodology for key discourse on sci-tech innovation is of invaluable theoretical and practical significance for fully grasping the essences and general crux of the aforesaid discourse,as well as realizing high-quality sci-tech independence and self-driven progress.
