建立健全民族工作法律法规评估机制,是推进依法治理民族事务、增进中华民族共同性的重要举措。要坚持以铸牢中华民族共同体意识为政治标尺,按照法理标准、价值标准和实效标准,从必要性、合法性、合目的性、合理性、合规范性、可操作性和实效性等方面对民族工作法律法规进行评估,并以此为基础优化评估指标体系,科学选择评估方法和技术,提高评估的准确性、针对性和实效性。通过完善相应的组织保障机制,形成党委领导、人大主导、政府协作、社会参与的评估工作格局,推动民族工作法律法规评估常态化开展。
