全民健身与全民健康深度融合评价指标体系构建研究——以河南省城市社区为例

Development of Evaluation Index System for Deep Integration of National Fitness and Public Health——A Case Study on Urban Communities in Henan Province

目的:构建全民健身与全民健康深度融合评价指标体系,旨在为政府部门评估全民健身与全民健康融合工作提供理论支持。通过采用文献资料法、专家访谈法、德尔菲法、层次分析法、数理统计法等研究方法,本文构建了包含4项一级指标、12项二级指标和48项三级指标的全民健身与全民健康深度融合评价指标体系。一级指标权重系数分别为决策融合、管理融合、操作融合、受众效果。全民健身与全民健康融合可通过4个维度进行评价,其中受众效果是评价全民健身与全民健康深度融合状况的关键因素。为促进全民健身与全民健康深度融合评价指标体系的实践应用,建议:制定全民健身与全民健康融合激励办法、健全全民健身与全民健康融合服务体系、发挥评价指标体系引领作用。

This study aims to establish an evaluation index system for the deep integration of national fitness and public health,providing theoretical support for government departments to assess the integration of national fitness and public health.Uilizing literature research method,expert interview method,Delphi method,analytic hierarchy process and mathematical statistics,this study builds an evaluation index system for the deep integration of national fitness and public health,comprising 4 primary indicators,12 secondary indicators,and 48 tertiary indicators.The weight coefficients of the primary indicators are decision integration,management integration,operational integration,and audience effect.The integration of national fitness and public health can be evaluated through four dimensions,with the audience effect being a critical factor in assessing the depth of integration between national fitness and public health.To facilitate the practical application of the evaluation index system for the deep integration of national fitness and public health,it is recommended to develop incentive measures for the integration,enhance the service system,and leverage the guiding role of the evaluation index system.
